This Privacy Policy explains how Elementary & Secondary Education Department (“we”, “us”, or “our”) collects, uses, stores, shares, and protects information when you use the Monitoring & Evaluation App (“App”).
The App is intended primarily for authorized officers, employees, representatives, and other approved users carrying out official monitoring, inspection, evaluation, reporting, and related administrative activities.
By using the App, you acknowledge the practices described in this Privacy Policy.
1. Information We Collect
Depending on the features available to you and the permissions you provide, we may collect the following categories of information.
1.1 Account and User Information
We may collect or receive information required to identify and authenticate authorized users, including:
- name;
- employee or user identification number;
- designation;
- department, office, district, or organizational unit;
- username;
- email address;
- mobile number;
- assigned role and access permissions; and
- other information associated with your official account.
Some of this information may already exist in departmental or organizational systems and may be made available to the App through secure APIs or other authorized integrations.
1.2 Monitoring and Evaluation Data
The App may collect information entered or submitted during official monitoring and evaluation activities, including:
- monitoring or inspection details;
- institution, facility, project, or program information;
- responses to monitoring forms or questionnaires;
- observations and findings;
- recommendations and follow-up actions;
- visit dates and times;
- monitoring status;
- comments and remarks;
- supporting documents; and
- other official information required for monitoring and reporting purposes.
1.3 Location Information
The App may collect your device’s location when required for authorized monitoring activities.
Location information may be used to:
- verify that a monitoring or inspection visit occurred at or near an authorized location;
- associate submitted information with the location of a facility or institution;
- record the location of an official visit;
- support geographical analysis of monitoring activities; and
- help prevent inaccurate or unauthorized submissions.
Depending on the App’s configuration, location information may be collected only while you are actively using location-dependent features.
The App should not access your location in the background unless such functionality is specifically required, disclosed, and enabled in accordance with applicable platform requirements.
1.4 Camera and Photographs
The App may request access to your device’s camera to allow you to capture photographs or other visual evidence relating to official monitoring activities.
Photographs may contain:
- monitored facilities or locations;
- infrastructure or equipment;
- supporting evidence;
- documents;
- individuals where their inclusion is necessary and authorized; or
- other information relevant to monitoring and evaluation activities.
The App may also request access to your photo library where you choose to upload an existing image.
1.5 Files and Documents
Where supported, the App may allow you to upload documents or other files as supporting evidence.
We collect only the files that you intentionally select or create through the App.
1.6 Device and Technical Information
We may automatically collect limited technical information necessary to operate, secure, and troubleshoot the App, such as:
- device type and model;
- operating system and version;
- App version;
- device identifiers where necessary for security or session management;
- IP address;
- network and connectivity information;
- login and authentication records;
- crash information;
- application logs; and
- date and time of certain activities.
This information may be used to maintain security, investigate technical problems, and improve application performance.
2. How We Use Information
Information collected through the App may be used to:
- authenticate authorized users;
- provide monitoring and evaluation functionality;
- record and manage official visits and inspections;
- validate monitoring submissions;
- generate reports, dashboards, statistics, and performance indicators;
- verify locations associated with monitoring activities;
- maintain an audit trail of official activities;
- synchronize data between the App and authorized information systems;
- investigate errors, security incidents, misuse, or unauthorized access;
- improve the reliability and functionality of the App;
- comply with official reporting and records-management requirements;
- enforce organizational rules, policies, and access controls; and
- comply with applicable legal or governmental requirements.
We will not use information collected through the App for unrelated commercial advertising purposes.
3. Legal and Official Basis for Processing
Information may be processed where necessary for the performance of official duties, governmental functions, administrative responsibilities, monitoring requirements, or other lawful purposes of Elementary & Secondary Education Department.
Where applicable, processing may also be based on:
- compliance with applicable laws or regulations;
- performance of official or public functions;
- legitimate administrative and information-security requirements;
- contractual or employment-related obligations; or
- user consent where consent is legally required.
4. Location Permission
Where location is required, iOS may ask you to grant the App permission to access your location.
You can manage location permissions from your iPhone or iPad settings.
Certain monitoring features may not function correctly if location permission is disabled. For example, the App may be unable to verify the geographical location of an inspection or monitoring visit.
The App will use location information only for the purposes described in this Privacy Policy and in accordance with the permissions granted through your device.
5. Camera and Photo Permissions
The App may request permission to use:
- the device camera; and/or
- selected photos from your photo library.
These permissions are used only to enable features such as capturing and attaching photographic evidence to monitoring or inspection records.
The App does not access photographs that you have not selected unless broader access has been explicitly granted by you and is required for an enabled feature.
6. Offline Storage and Synchronization
The App may support offline operation.
Where internet connectivity is unavailable, monitoring information may be temporarily stored on your device and synchronized with our servers once connectivity becomes available.
Offline information may include:
- monitoring forms;
- observations;
- location information;
- photographs;
- supporting documents; and
- timestamps.
Reasonable technical safeguards should be used to protect locally stored information. However, users are also responsible for protecting their devices against unauthorized access.
Removing the App, resetting the device, clearing application data, or experiencing device failure before synchronization may result in loss of unsynchronized data.
7. Data Sharing
We may share information collected through the App only where necessary and authorized.
Information may be shared with:
- authorized officers and employees of Elementary & Secondary Education Department;
- relevant directorates, sections, offices, districts, or administrative units;
- competent governmental authorities;
- authorized system administrators;
- contracted technology or hosting providers performing services on our behalf; and
- law enforcement, regulatory, judicial, or other competent authorities where required by applicable law.
Access to information should be limited according to official roles, responsibilities, and applicable access-control policies.
We do not sell personal information collected through the App to advertisers, data brokers, or other third parties.
8. Service Providers
We may use third-party providers to support certain technical functions, such as:
- hosting and cloud infrastructure;
- maps and location services;
- authentication;
- push notifications;
- system monitoring;
- analytics;
- crash reporting; or
- technical support.
Such providers may process limited information on our behalf only as necessary to provide their services and subject to applicable contractual, security, and confidentiality requirements.

No electronic system can guarantee absolute security. Users must also take appropriate precautions, including protecting their devices and login credentials.

Users of the App must:
- keep authentication credentials confidential;
- avoid sharing accounts or passwords;
- secure devices used for official monitoring activities;
- avoid storing or sharing official information through unauthorized applications or services;
- promptly report lost or stolen devices where official information may be accessible;
- submit only information relevant to authorized monitoring activities; and
- comply with applicable confidentiality, data-protection, and information-security requirements.
11. Data Retention
We retain information for as long as reasonably necessary to fulfill official monitoring, reporting, administrative, legal, audit, and records-management requirements.
Retention periods may vary according to the type of information and applicable departmental or governmental policies.
Information may be retained for longer periods where required for:
- official records;
- audits;
- inquiries or investigations;
- legal proceedings;
- compliance requirements; or
- preservation of historical monitoring information.
When information is no longer required, it may be securely deleted, anonymized, archived, or otherwise handled in accordance with applicable records-management policies.
12. Data Accuracy
Users should ensure that information submitted through the App is accurate and complete to the best of their knowledge.
Where authorized, users may be able to correct or update certain information.
Some account or employee information may originate from another official information system. Corrections to such information may need to be made through the system or authority responsible for the original record.
13. Access and Correction Requests
Subject to applicable laws, regulations, and organizational policies, you may request information regarding personal data associated with your account or request correction of inaccurate information.
Certain information may not be available for deletion or modification where it forms part of an official record, audit trail, monitoring report, investigation, or other record that must be retained.

14. Children’s Privacy
The App is intended for authorized official users and is not designed as a consumer application for children.
We do not knowingly create user accounts for children solely for the purpose of using the App.
Monitoring records may, however, contain information concerning schools, students, or other individuals where such information is lawfully required as part of an authorized monitoring activity. Such information must be handled in accordance with applicable confidentiality and safeguarding requirements.
15. Analytics and Tracking
Where analytics or diagnostic services are used, they should be limited to information necessary to understand application performance, errors, usage patterns, and technical reliability.
The App does not use collected monitoring information for third-party behavioral advertising.
We do not permit third parties to track users across unrelated applications or websites for targeted advertising purposes through the App.
16. Push Notifications
The App may use push notifications to provide operational information such as:
- monitoring assignments;
- reminders;
- status updates;
- synchronization notices;
- administrative announcements; or
- other official notifications.
You may control notification permissions through your iOS device settings, although disabling notifications may prevent you from receiving certain operational alerts.
17. Links and Third-Party Services
The App may contain links to or integrate with third-party websites, maps, systems, or services.
Third-party services may operate under their own privacy policies. Where you access a third-party service, its privacy practices may apply to information processed directly by that provider.
18. International Data Transfers
Where cloud infrastructure or service providers process information outside Pakistan, appropriate measures should be applied in accordance with applicable laws, governmental requirements, contractual obligations, and organizational policies.
Where the App and its infrastructure are hosted entirely within Pakistan, this section may be updated accordingly.
19. Apple and iOS
The App may be distributed through Apple’s App Store.
Apple may independently collect information relating to App Store downloads, device services, diagnostics, purchases, or other interactions with Apple services in accordance with Apple’s own privacy policies.
Information collected directly by Apple is governed by Apple’s privacy practices and is separate from information controlled by Elementary & Secondary Education Department through this App.
20. Changes to This Privacy Policy
We may update this Privacy Policy from time to time to reflect:
- changes to App functionality;
- new monitoring features;
- changes in the information we collect;
- security improvements;
- legal or regulatory requirements; or
- changes to organizational policies.
When this Privacy Policy is updated, the revised version will be made available through the App, official website, or another appropriate channel, and the “Last Updated” date will be revised.
21. Governing Requirements
The collection and processing of information through the App will be subject to applicable laws of Pakistan, relevant governmental requirements, and the policies, rules, and procedures applicable to Elementary & Secondary Education Department.
Where applicable law or an official government directive imposes additional requirements, those requirements will prevail.
