The Elementary & Secondary Education Department, Government of Khyber Pakhtunkhwa, is committed to delivering quality education through its Good Governance Roadmap (GGR). The roadmap outlines strategic reforms aimed at improving school infrastructure, enhancing learning outcomes, increasing access to education, strengthening teaching standards, and ensuring transparency in examinations.

Transforming Schools

Under the GGR, the department is focused on ensuring the availability of critical infrastructure in all schools, including boundary walls, toilets, and electricity. Efforts are also underway to provide furniture for every student, construct classrooms in more than 10,000 schools, and revamp high-performing institutions into Centers of Excellence. The roadmap further emphasizes revitalizing Parent-Teacher Councils (PTCs) and promoting decentralized development through adequate funding and community participation.

Raising Learning Outcomes

To improve student performance, the department plans to simplify the early-grade curriculum with a focus on foundational literacy and numeracy. Technology-driven initiatives such as tablet-based assessments for Grades 5–8 will be introduced, while inter-school competitions, including debates, spelling bees, and creative writing contests, will encourage academic excellence. Computer labs and internet connectivity will also be expanded across high and higher secondary schools.

Educating Every Child

The roadmap places strong emphasis on reducing the number of out-of-school children by 50 percent. New schools will be established through Public-Private Partnerships (PPPs) and the Elementary & Secondary Education Foundation (ESEF). Special initiatives such as the Taleem Card Package will support over 100,000 children in southern districts of the province, while province-wide sports competitions will promote healthy participation and student engagement.

Excellence in Teaching Standards

Recognizing teachers as the cornerstone of quality education, the GGR aims to ensure adequate teacher availability in primary schools and improve attendance rates. An Education Internship Program will provide classroom teaching opportunities to 2,500 interns. Teacher induction training will be strengthened through partnerships and dedicated training facilities at divisional headquarters, while teacher licensing and accreditation mechanisms will be introduced to further improve educational standards.

Revamping the Examination System

To enhance transparency and integrity in examinations, the department will establish monitoring squads at provincial and district levels for surprise inspections during board and internal examinations. School-wise inspection plans will be developed based on risk assessments, and CCTV surveillance will be piloted in high-risk examination centers. Awareness campaigns for students and parents, stricter penalties for cheating, and a centralized watchlist for invigilators will further strengthen the examination process.
